The articles and booklets listed have been written by Reform members or are based on talks given at a Reform conference. The views expressed are not necessarily the 'Reform position' on a particular issue. Discussion papers are written by individual members for the council of Reform and the wider church.   1. Finance, Centralism and the Quota David Holloway
    An in-depth exploration of the problems of the current trend towards centralised finances in the Church of England and the moral dilemmas this creates for net-giving evangelical churches.  The author advocates quota-capping as a principled response, arguing that the parish, not the diocese, is the fundamental unit of the Church of England and thus has a right to decide how its resources are spent.  Appendix: a sermon on 2 Cor. 8 and 9 on giving.

    This paper proposes financial partnerships between churches as an alternative to quota-capping which would ‘create dynamic mission partnerships which would improve the effectiveness of the Church whilst at the same time increasing the likelihood that quotas would be paid in full’. Answers questions that could be raised and suggests how GAP could be put in to effect by a church.
